Problem Escalation in Georgia: Emergency, Bank, Housing and Lost Documents

Escalation works when the next person receives a clean problem statement, evidence and a specific requested action. It fails when an emergency is treated like customer service—or a routine dispute is inflated into an emergency.

First decide: danger, active loss or ordinary dispute?

Immediate danger or urgent emergency

Call 112, Georgia's single emergency number for situations requiring police, fire/rescue or ambulance response. Give the location first, then the event, people at risk and callback number. The official 112Georgia app also supports location-aware channels described on its current page.

Active financial or access loss

Freeze or block the affected card/account/device through the verified provider channel, preserve references, then address unauthorized activity. Do not spend the first hour arguing with a merchant while more transactions continue.

Ordinary dispute or service failure

Preserve evidence, notify the responsible party in writing, request a concrete remedy/date and use the provider's complaint process. If unresolved, identify the sector regulator, court/mediation route or professional adviser appropriate to the issue.

Use the five-line incident brief

Write:

  1. What happened: one factual sentence.
  2. Where/when: exact address/time/date.
  3. Current risk: what is still happening now.
  4. Evidence: documents, photos, transaction IDs, witnesses.
  5. Requested action: block, dispatch, repair, correct, refund, record or advise.

Keep interpretation separate: “I found the door forced at 22:10” is more useful than a long theory about who did it.

Bank, card or transfer problem

Contain

  • use the official app/number/site to block the instrument or session;
  • change compromised credentials from a trusted device;
  • preserve the suspicious message, merchant, amount, currency and timestamp;
  • list recent legitimate activity so the provider can distinguish it;
  • record every case/reference number.

Reconcile

Identify whether the issue is an authorization, card purchase, cash withdrawal, transfer, conversion, fee, duplicate, reversed payment or delayed settlement. Those paths can have different evidence and deadlines.

Escalate

Submit a written complaint through the provider's formal channel. The National Bank of Georgia publishes consumer-support information and information about its Dispute Resolution Commission. Check current scope and eligibility rather than assuming every commercial disagreement belongs there.

Landlord, repair or deposit problem

Start with the lease, handover and payment evidence. Send a concise written notice containing the exact condition, when discovered, effect, requested action, access availability and response deadline.

For a leak, gas/electrical hazard or other safety issue, protect people first and use the appropriate emergency/provider channel. For an ordinary repair or deposit disagreement, preserve the contractual trail and obtain Georgian legal advice when the amount or risk warrants it.

Do not threaten, withhold, deduct, enter or dispose of property based only on an internet suggestion. The legal effect depends on the agreement and facts.

Lost or stolen passport

If theft or another incident requires police attention, use the appropriate police/112 route and obtain the reference/evidence available for the report. Then contact the embassy or consulate of the country that issued the passport for replacement or emergency-document instructions.

Your own embassy cannot issue a Georgian residence decision, cancel Georgian immigration consequences or guarantee transport acceptance. Georgian authorities control Georgian entry/stay records; the issuing state controls its passport.

Lost phone or locked account

Work in this order:

  1. protect email and password-manager access;
  2. suspend SIM/eSIM through the verified operator channel;
  3. use platform device-loss controls from a trusted session;
  4. protect banking and payment apps;
  5. revoke exposed sessions and recovery methods;
  6. restore a working number/device without destroying evidence;
  7. document fraudulent activity separately.

A remote wipe can protect data but may remove evidence or access you still need. Understand the consequence before using it.

What to preserve

  • original photos/files and timestamps;
  • contract, policy, terms or authority instruction relied on;
  • transaction/account/application identifiers;
  • names, roles and verified contact channels;
  • each message, complaint and response;
  • call date/time and a factual recap;
  • requested action and deadline;
  • final resolution, refund, repair, replacement or decision.

Store sensitive evidence securely and share only what the recipient needs.

Prepare before the incident

  • print the emergency card;
  • install/test 112Georgia using the official page;
  • save insurer, bank, mobile operator, landlord/building and consular contacts;
  • keep a second payment and communication path;
  • download statements, leases, policies and identity records;
  • know how to freeze cards and devices;
  • give one trusted person a bounded recovery role.

The escalation ladder is simple: protect life, contain ongoing loss, preserve evidence, ask the responsible party for a defined action, then move to the authority that actually controls the unresolved question.
